Category selection moved to new navigation

Category selection has been integrated into the new navigation structure. This makes it easier and more consistent to switch between the Data, Category selection, Task management and Analysis modules. 

In addition, the visualisation of deselected emission categories has been improved. If all subcategories of an issue category have been deselected, the parent category is greyed out, as shown here using the example of Mobile combustion. This indicates that the entire issue category is deactivated.
