PCF: "No allocation method applicable" is now "No allocation took place"

Based on audit feedback from TÜV SÜD, we've sharpened the wording of the allocation dropdown option "No allocation method applicable". The previous label suggested that allocation would have been required but that no suitable method was available. What was actually meant is that no allocation was performed. The new wording "No allocation took place" makes this unambiguous. The change applies across all tabs offering the allocation method selection and covers all four standards (ISO 14067, PACT, Catena-X, TfS).
