PCF: Sub-stage 'storage' moved to production

The "Storage" sub-stage has been moved from the "Distribution" stage to the "Production" stage in order to be part of cradle-to-gate PCFs. This change is necessary for PCF reports to be compliant with PACT, Catena-X and TfS.

Existing PCFs will be migrated automatically, but be aware that the sum of your Distribution and Production stage may change.
