PPWR: Packaging List and Filter Improvements

Completeness filtering. The Packaging list now includes a Completeness filter that lets you narrow the list to packagings at a specific stage — for example, showing only those still "In Progress" or those that have reached "Evidence Issued". Multiple values can be selected at once.

Role filter now supports multiple selections. You can now filter the Packaging list by more than one role at a time — for example, selecting both "Importer" and "Distributor" to see all non-Manufacturer packagings in a single view.
